The NEW 2011 ANSI/PMMI B155.1 Standard

What's New?

 

There are many small changes in the new B155.1 standard, but the basic structure of the standard remains unchanged. The following summarizes the changes to the standard.

 

The Foreword of the standard has been updated to explain how to B155.1 standard compares to the type A/B/C structure used in international standards. B155.1 is primarily an A level standard. The effective date for this revision has also been updated to be six months from the date of publication meaning the requirements will be fully applicable by September 2011. Recall that the effective date for the 2006 publication was 30 months due to the major changes in the standard from a prior version.

 

There was also an effort made to better distinguish normative requirements from informative notes (which are not requirements).  Informative notes are now clearly labeled, offset, and formatted to distinguish them from the requirements of the standard.

 

A key clause of B155.1 that did not change was clause 1 - Scope. The scope and purpose of B155.1 has not changed in the 2011 edition.

 

In clause 3 there are some additions and updates to the definitions of terms used in the standard.

 

Some new figures have been added and enhanced with the use of color.

 

In Clause 4 Responsibilities, there are new requirements providing greater specificity for used machinery suppliers, decommissioning activities, and personnel.

 

Clause 6 on the risk assessment process has been refined with some additional explanatory information, a consideration of reasonably foreseeable hazards, and a new figure highlighting the relationship between risk, severity, and probability.  The example risk scoring system used in the standard has been updated from the MIL-STD 882 to a matrix used in ANSI B. 11.0 (originally published in B11 TR3). The hazard control hierarchy has been expanded to include more examples and the influence on risk factors and classifications. The committee provided more information on how to assess residual risk and also on achieving acceptable risk. The standard still does not explicitly define a level of risk that is acceptable - leaving that to the supplier or user to determine based on their circumstances - but it does provide more information to assist in making that determination. A new clause on validating risk reduction measures has been written, and more information is provided detailing what documentation is expected. 

 

Clause 7 contains specific risk reduction requirements and one of the more significant causes concerns control systems. A new table has been inserted from ANSI B11 TR6 that provides a comparison between risk reduction and system architecture for ISO 13849 -1 (1999, categories), IEC 61508 (SIL levels), ISO 13849-1 (2006, performance levels), R15.06 / CSA Z424 (robotics requirements), and B11.0 (qualitative descriptions of risk). 

 

Industrial robots are increasingly being incorporated into packaging applications. B155.1 now includes a distinction between standalone robots used to perform packaging functions, and robots that are incorporated into packaging machinery.   Standalone robots need to comply with the R15.06 robot standard. Robots integrated into packaging machinery need to comply with the requirements of B155.1, with the robot standard providing useful informative guidance for those applications.

 

Also in Clause 7 are new requirements for mechanical power transmission and ventilation of airborne contaminants.

 

A significant change in Clause 8 information for use is the ability for safety signs and labels to comply either ANSI Z53 5.4 or ISO 3864. The 2006 version of B155.1 only referenced the ANSI standard.

 

Perhaps the most significant additions to the standard are in the informative annexes where a wealth of information is provided to help readers to develop better packaging machinery. The new annexes include:

·         B - guidance for the risk assessment process

·         D - sharing information about residual risk

·         H - list of European packaging machinery standards

·         I - standards references useful in design (a very useful collection of requirements from various standards applicable to packaging machinery)

·         L - comparison of US, European and international standards

 

Annex I comprises one of the most useful additions to B155.1.  This Annex contains excerpts of requirements and guidance from several ISO and ANSI machinery safety standards that apply to packaging machinery.  Thus in one location readers can find much of the necessary design requirements rather than having to hunt for them in many other documents.

 

Another very useful addition appears in Annex L which compares U.S., European and international standards related to packaging machinery.
